Advocacy & Leadership

The National Center is not only dedicated to helping Indigenous businesses and entrepreneurs  grow and succeed, but we are also advocating for tribal governments and businesses in Washington DC to make sure their voices heard.

Over the past year, The National Center has worked to ensure Indigenous businesses have someone fighting for them in Congress. We have not only helped secure millions of dollars in direct aid for Indigenous businesses and tribes, but also helped secure passage of important bills that provide more economic opportunity for tribal enterprises both in the United States and abroad.

Our Notable Achievements

The Indian Community Economic Enhancement Act (S. 212, H.R. 1937) —Passed twice by the Senate, the measure now awaits House passage to become law.
Native American Business Incubators Program Act (S. 294, H.R. 1900) —Passed twice by the Senate, this legislationnow awaits House passage to become law.
The Tribal Exporting amendment authored by Congresswoman Norma Torres (D-CA) which passed the House in the new Export-Import Bank bill promoting exporting of goods and services from tribal communities.

Preserving and expanding the 5% DOD Indian Incentive Program, long championed by the National Center. This important initiative funds 5% Indian Incentive Payments to prime and sub-tier prime contractors worth 5% of the value of defense contract work performed by their tribal, Alaska Native and Native Hawaiian subcontractors. The budget for this program is anticipated to increase to $25 million for FY2020.

NCAIED also supported the Community Development Financial
Institutions (CDFI) Fund for Native CDFIs to be included in the
FY2020 appropriations with the following partners:

  • Minority Business Development Agency for Native business assistance programming
  • Interior’s Office of Indian Energy and Economic Development, including the Indian Loan Guarantee Program
  • Administration for Native Americans (ANA) for social and economic development
